Juvenile cut off age

14 years or 15 years at max should be the upper limit for the juvenile cutoff age.
By this age a person is not just physically powerful enough to commit heinous crimes but also is mentally capable to know as well as understand the basic concept of good vs bad alongwith reward vs punishment irrespective of education & background.
